%X This paper presents a description of the methodological steps developed in support to the elaboration of environmental diagnosis, both individually and in scale, of rural properties with rural environmental registry (CAR). The approach includes the elaboration of vegetation cover maps for July 2008, date used as the legal framework of the New Forest Code (NFC), as well as the development of automated geoprocessing tools allowing the integration of multiple spatial databases and the incorporation of provisions established by the NFC. The proposed methodology was applied to the municipalities of Santarém, Belterra and Mojuí dos Campos, in Pará State. More than 3,000 rural properties with CAR on 07/10/2015 were analyzed in the three municipalities, comprising an area of 418,406 ha. In 67% of the analyzed area, forest remnants were observed. Only 46 of the analyzed properties presented environmental liabilities subject to compensation in other areas, for a total of 6,428 ha. Most of the properties showed areas that needed to be restored in situ, in a total of 11,355 ha. The balance of liabilities and environmental assets in the municipalities indicated an excess of forested area, relatively to the law requirements, of 90,000 ha, distributed among 1,747 properties, and thus the potential for generation of Environmental Reserve Quotas (CRA), which allow for the offsetting of legal reserve liabilities. Overall, the proposed methodology proved to be accurate and quick to implement, providing an important subsidy not only for the implementation of the Environmental Regularization Program but also for territorial planning.
